To view this simply as a multinational tech giant expanding its market share would seriously underestimate its deeper significance. Instead, it partnered with Japan's domestic operators Sakura Internet and SoftBank Group, which will provide GPU-based AI computing services within the Azure environment while ensuring that data remains stored within Japan. As Japanese Prime Minister Takaichi Sanae put it, being able to use GPU infrastructure provided by Sakura Internet and SoftBank within cloud services is of great significance for protecting data sovereignty. Her remark captures the core logic behind Microsoft's investment: in an era where AI computing power has become a strategic resource, any multinational technology company must accept the constraints of localized operations—even proactively ceding orders to local companies—in exchange for market access.This model also signals a key shift in Japan’s AI industry: providing a computing-power foundation for the independent development of large language models (LLMs).
