Japan assembles 44 companies and government forces to bet on physical AI and robotic sovereignty.

From General AI to Physical AI: Japan Chooses a Differentiated Path

While the global AI race focuses on large language models and chatbots, Japan is taking a distinctively different route. In July 2026, the cross-industry alliance Noetra officially launched its R&D, marking a clear shift in Japan's national AI strategy toward "Physical AI"—intelligent systems capable of sensing, understanding, and interacting with the physical world. This choice reflects Japan's sober assessment of its own industrial structure: rather than trying to catch up in the Western-dominated field of general AI, it is better to leverage its deep expertise in manufacturing, automotive, and robotics to build AI sovereignty that serves the real economy.

Noetra: A National Mission of 44 Companies

Noetra is no ordinary industry alliance. Its core founders and major shareholders include SoftBank, Sony Group, NEC, and Honda Motor—names that represent the backbone of Japan's economy in telecommunications, electronics, IT, and automotive manufacturing. The alliance brings together a total of 44 members, spanning multiple industries including manufacturing, electronics, automotive, and technology. Initial R&D funding comes from the Japanese government, totaling 387.3 billion yen (approximately $2.4 billion), with plans to invest up to 1 trillion yen (approximately $6.15 billion) between fiscal year 2026 and 2030.

Noetra's CEO is Hironobu Tamba, who previously led SoftBank's large language model development. The R&D team is composed of engineers from member companies, researchers from Japan's National Institute of Advanced Industrial Science and Technology (AIST), and researchers from AI startup Preferred Networks. This model of "government-industry-academia-research" integration is a familiar pattern in Japan's semiconductor and robotics development history, but such a large-scale, highly focused AI-specific alliance is unprecedented.

Physical AI Technology Roadmap: From Reasoning to Spatial Intelligence

Noetra has formulated a clear three-phase technology roadmap:

  • Fiscal Year 2026 (current phase): Develop core reasoning foundation models, with a focus on enhancing deep logical reasoning, instruction following, and advanced Japanese language understanding. This aligns with Japan's demand for high-precision, high-reliability industrial AI.
  • Fiscal Year 2028: Launch full-modality foundation models that seamlessly integrate text, image, video, and audio data. This will enable robots to process multiple sensor inputs simultaneously.
  • Fiscal Year 2030: Achieve "real-world native AI" with spatial awareness and physical property intelligence, capable of driving autonomous manufacturing, intelligent mobility, logistics, healthcare, and infrastructure maintenance.

Notably, Noetra plans to build a 140MW data center—powered by 13,750 NVIDIA Vera CPUs and 27,500 Rubin GPUs—scheduled to come online in June 2028. NVIDIA founder Jensen Huang commented: "Japan invented modern manufacturing, and now it is building the AI factories that will drive the next industrial revolution."## Why Physical AI? Japan’s Demographic Crisis and Industrial Advantages

Japan’s choice of Physical AI is directly driven by its severe aging population and labor shortage. The government’s updated “AI Robot Strategy” has set a target of deploying 10 million AI robots across 18 fields by 2040. To realize this “robot society,” general-purpose chat models are far from sufficient—robots need to make autonomous decisions in real factories, hospitals, and farmlands.

At the same time, Japan’s industrial data and expertise in manufacturing, automobiles, and electronics form the “moat” for training Physical AI. SoftBank President Junichi Miyakawa emphasized in a statement: “In a society coexisting with AI, the data held by Japanese industries will be the key to competitiveness.” Sony President Hiroki Totoki pointed out that the jointly developed foundational model knowledge will be used to create new value not only in entertainment but also in key Physical AI fields such as semiconductors.

The “Japan Model” in Global Competition

The emergence of Noetra reflects the diversification trend of the global AI competition landscape. Unlike the US and China, which focus on general-purpose large models, Japan is trying to build barriers in the vertical track of Physical AI with a model of “industrial data + manufacturing expertise + government coordination.” Although its funding scale is smaller than that of other major countries, Japan’s goal is clear: to capture more than 30% of the global robot market, which is expected to be worth about 60 trillion yen (US$368.7 billion) by 2040.

If Noetra succeeds as planned, it could reshape the global robot industry landscape: Japan’s industrial robots will evolve from “precision machinery” to “autonomous agents,” and Japanese companies are expected to export systemic solutions in AI-driven manufacturing, logistics, nursing care, and more. This is not only a technological breakthrough but also a microcosm of Japan’s industrial upgrade—using AI to redefine manufacturing advantages.
