The Center of Gravity in the Value Chain Is Escaping
The current focus of the global AI race is concentrated on model development, semiconductors, and data centers. Large tech companies in the United States and China are expanding computing power at any cost. However, a report by PwC Japan Group has revealed an overlooked trend: once the supply capacity of AI infrastructure reaches a certain level, profits at that layer will inevitably become oligopolistic, and price competition will devour excess returns. The true center of value will shift from "building AI" to "using AI"—that is, the "Run the Business" players who can embed AI into specific industrial processes and continuously design and operate services.
This means that if Japan continues to bet all its chips on reviving chip manufacturing, it may miss more critical competitive factors. What Japan is truly good at is precisely the engineering capability of refining complex technologies into reliable industries. This capability is even scarcer at the "AI deployment" stage than at the "AI R&D" stage.
Physical AI: Giving Japan's Manufacturing DNA a New Premium
Physical AI is AI that can understand the physical laws of the real world and act autonomously in physical space. Autonomous driving, robotics, and smart manufacturing all fall into this category. Japan has decades of accumulated expertise in industrial robots, sensors, and precision machining. When AI endows these hardware systems with autonomous decision-making capabilities, Japan's "hardware faith" in manufacturing will gain a new value anchor.
The PwC report depicts an evolution path from "IoT" to "AIoT" and then to "social AI." Dispersed AI systems will merge into "social AI" that governs specific domains, and may eventually evolve into an "AI of Society" embedded at the core of society. Japan's aging infrastructure and sharply declining workforce make it the most urgent testing ground in the world for the comprehensive embedding of such AI. In other words, Japan's problems are precisely AI's answers.
The Inevitable Choice at the Edge of the Demographic Cliff
Japan's population is expected to decline to about 70 million over the coming decades. The disappearance of the domestic market, severe labor shortages, and the collapse of administrative systems—these are not science fiction, but the linear extension of the current social system. AI is seen as a key tool for "augmenting, expanding, and replacing" human capabilities. This is no longer a matter of efficiency; it is a matter of survival.But the substitution by AI is not without cost. Media outlets such as Bloomberg and MIT Technology Review have repeatedly warned about AI's hallucination, bias, and black-box decision-making problems. In Japan's context, these problems are amplified by society's high standards. The report also points out that the more AI permeates, the more human values need to be redefined. While pursuing AI efficiency, Japan must confront the more fundamental question of "what is a good society."
New Competition on Old Ruins
The current AI market is on the eve of a transition from "investment-led" to "value creation." The PwC report hints that if massive infrastructure investment cannot be converted into a business model sufficient to cover costs, the bubble will eventually burst. For Japan, this is a race against time. Japanese companies prefer stability, but often fall into a passive position after technological inflection points. Competition in the physical AI era no longer depends solely on chip performance, but on who can create perceptible value in the real world.
Japan does not need to replicate Silicon Valley's path. It should re-examine its own DNA: a culture of continuous improvement based on genba (on-site) principles, an almost obsessive pursuit of quality, and an industrial ecosystem that has long coexisted with robots. These accumulations may not be commendable in the digital space, but in the physical AI era, they form a formidable moat.
Creation After Destruction
AI will destroy the old industrial order and also rebuild a new ecosystem. For Japan, the threat is real: intermediate links in traditional value chains will be flattened by automation. The opportunity is equally real: when AI becomes the medium between objects and actions, Japan's deep cultivation of robotics, materials, and precision engineering will produce enormous leverage. All of this depends on whether Japan can view AI as a tool for restructuring industrial value, rather than just another technological trend to catch up with.
As the PwC report states, the more human intelligence AI replaces, the more humans need to reconfirm the meaning of their existence. For Japan, the answer to this question may lie in what it has always excelled at: "monozukuri" (the art of making things).
